Change the way lm_dlm_unlock[] works. We previously demoted to NL on
a lm unlock and then did a dlm_unlock[] on the lm put_lock. Now do
a full dlm_unlock[] for each lm unlock. This avoids some odd problems
in some gfs tests. We can reintroduce a convert-to-NL optimization
later on if need be.
